In accordance with Section 12-8 of the Planning and Building Act, notice is hereby given of the commencement of a private detailed zoning plan in Jernbaneveien 11 (property registration number 14, parcel number 1081) in Stabekk, Bærum municipality. The planning work does not trigger requirements for impact assessment.

In accordance with Section 12-8 of the Planning and Building Act, notice is hereby given of the commencement of a private detailed zoning plan in Jernbaneveien 11 (property registration number 14, parcel number 1081) in Stabekk, Bærum municipality.
Scope of the Plan Area
The plan area is located in Stabekk, in close proximity to Stabekk station. The plan area consists of Jernbaneveien 11 (property registration number 14, parcel number 1081) and adjacent areas (property registration numbers 14, parcels 135, 136, 137, 140, 153, 1048, 1118, 104, 1025, 1030, 1033, 1079, 1091). The final delineation of the plan will be clarified as part of the planning process.
Current Planning Status
In the municipal master plan for the period 2017-2035, adopted on 04.04.2018, the plan area is designated for central purposes with reference zone H810 – concerning joint planning. The requirement for joint planning has been fulfilled by the adoption of the area regulation plan for Stabekk town center.
Jernbaneveien 11 is zoned for central purposes (S10) in the current area regulation plan for Stabekk town center, adopted on 16.07.2019. Jernbaneveien is designated as a driving road and sidewalk with a turning hammer at the innermost part towards Jernbaneveien 35.
The indicative maximum cornice height for zone S10 is c+36 (4th floor). Final heights will be adjusted during detailed planning. Car parking shall be provided with a maximum of 1.2 spaces per 100 m2 GFA (gross floor area) of residential, of which 0.2 spaces shall be visitor parking. Bicycle parking shall be provided with a minimum of 2 spaces per 100 m2 GFA of residential.
Within designated area #4, a publicly accessible transverse connection is required. The delineation, use, and design will be clarified during detailed planning.
The municipality has initiated its own planning work in the area – Plan for streets and urban spaces in Stabekk town center. The planning work is in its initial phase.
Purpose of the Proposed Plan
Jernbaneveien 11 is proposed to be detailed for residential purposes, allowing for the construction of a new building with approximately 5 floors and around 20 apartments. The existing daycare building is to be demolished. There is also consideration for the establishment of a transverse connection within area #4 (see sketch 2) between Jernbaneveien at Benkow park and Gamle Drammensvei. Access is planned from Jernbaneveien to the east.

Deadline for Feedback
Feedback on the planning work can be submitted by 27.03.2023.
Feedback will not be answered directly but will be attached to, assessed, and commented on in the planning proposal that will be submitted to the municipality.
Further Procedure
After the deadline, the planning proposal will be prepared and submitted to Bærum municipality for initial processing. Once this is completed, the plan will be subject to public consultation (6 weeks’ deadline), during which it will be possible to submit comments on the planning proposal before the matter is submitted for political decision-making.
