Public inspection of detailed regulations for Bølerlia 73b, gnr. 163, no. 85 at Bøler, Oslo

The proposal is open for public review from February 23, 2023, to April 24, 2023. The purpose of the proposal:

Fredensborg Bolig AS proposes to rezone Bølerlia 73B from a combined purpose of commercial, storage, and parking facility to a combined purpose of residential and commercial. The proposal opens up for maintaining the current commercial space and constructing 59 new residential units. The ground floor of the existing parking facility will be partially reused in the new development. A total of 5 floors are proposed, including the ground floor planned for continuation. The Planning and Building Agency recommends the proposal with the provision that the design is adapted to the surrounding area and that the quality of residential units is improved.

The Proposal:

The plan involves rezoning from a combined purpose of commercial, storage, and parking facility to a combined purpose of residential and commercial. The proposal allows for the construction of a five-story building, with the top floor set back towards the north. The building is regulated with a maximum size of 7600 m2. The residential purpose is proposed with a maximum size of 6,285 m2, while the commercial purpose is proposed with a maximum size of 1300 m2. The proposal aims to maintain the current commercial space. A common meeting place is proposed to the north of the plan area, covering 424.78 m2. The meeting place will not be public but collectively owned. Parking spaces are located on the ground floor and east of the building. The outdoor areas for residences are mainly located west of the new development. Comments on the proposal must be submitted by April 24.

Next Steps:

After the consultation period, the Planning and Building Agency and the proposer will consider all feedback received and assess whether the proposal should be amended. Minutes from the meeting where feedback is addressed (“remarks meeting”) will be available online. The proposer will then submit an updated proposal for review by the Planning and Building Agency. The proposal, along with all feedback and the Planning and Building Agency’s assessment, will be sent for political review and eventually to the City Council for a decision. Once a decision is made by the City Council, written notification will be sent to neighbors, other affected parties, and all individuals who provided feedback. The decision will also be published in Aftenposten and on Oslo Municipality’s website.
